Packaging and Packaging Waste Regulation

PPWR Explained: What the New Packaging Regulations Mean for Businesses

As sustainability expectations continue to rise, packaging is under greater scrutiny than ever before. The EU’s Packaging and Packaging Waste Regulation (PPWR) represents one of the most significant changes to packaging legislation in recent years, introducing new requirements designed to reduce waste, improve recyclability, and encourage a more circular approach to packaging. The regulation entered into force in February 2025 and begins applying from 12th August 2026.

While PPWR is an EU regulation, it has important implications for UK businesses that sell products into EU markets. Understanding these changes now can help businesses future-proof their packaging strategy, avoid disruption, and identify opportunities to improve packaging performance.

What Is PPWR?

PPWR (Packaging and Packaging Waste Regulation) is a new EU-wide regulation that replaces the previous Packaging and Packaging Waste Directive. Its aim is to create consistent packaging requirements across Europe while reducing the environmental impact of packaging throughout its lifecycle.

The regulation applies to all packaging placed on the EU market, regardless of the material used, including primary, secondary and tertiary packaging. Its core objectives include:

  • Reducing packaging waste
  • Improving recyclability
  • Increasing recycled content
  • Encouraging reuse and refill systems
  • Reducing unnecessary packaging
  • Restricting certain harmful substances in packaging

Why Does It Matter?

Packaging waste remains a growing challenge across Europe. According to the European Commission, packaging accounts for a significant proportion of material use and waste generation, making it a key focus area for sustainability initiatives. PPWR aims to address this by creating clearer standards that encourage businesses to design packaging with its full lifecycle in mind.

For businesses, this means packaging decisions will increasingly need to balance product protection, operational efficiency, recyclability, material usage and regulatory compliance.

The Key Changes Businesses Should Be Aware Of

Greater Focus on Recyclability

One of the most significant aspects of PPWR is the emphasis on packaging recyclability. Packaging will need to be designed so that materials can be effectively collected, sorted and recycled at scale. The long-term goal is for all packaging placed on the EU market to be recyclable.

This puts greater importance on selecting materials carefully and considering how packaging will be managed at end of life.

Reducing Excess Packaging

The regulation targets unnecessary packaging and excessive empty space. Businesses may need to review existing packaging formats to ensure they are using the right amount of material for the product being protected.

For eCommerce businesses in particular, this could mean reassessing box sizes, void fill requirements and secondary packaging arrangements.

Increased Use of Recycled Content

PPWR introduces recycled content targets for plastic packaging, encouraging businesses to reduce reliance on virgin materials and increase the use of recycled polymers where appropriate.

This is expected to further accelerate demand for sustainable packaging solutions and innovative material alternatives.

Improved Labelling Requirements

Packaging labels will become more standardised to help consumers better understand how packaging should be disposed of and recycled. Clearer labelling aims to improve recycling rates and reduce confusion.

Encouraging Reuse and Refill

The regulation also promotes greater adoption of reusable and refillable packaging systems in certain sectors, helping to reduce dependence on single-use packaging where suitable alternatives exist.

What Does This Mean for UK Businesses?

Even though the UK is no longer part of the EU, businesses exporting products into European markets will still need to comply with PPWR requirements. Non-compliance could create barriers when placing products on the EU market.

Businesses should consider:

  • Reviewing current packaging specifications
  • Assessing recyclability and material choices
  • Identifying opportunities to reduce packaging waste
  • Evaluating recycled-content options
  • Understanding country-specific EPR obligations where products are sold

How Can Businesses Prepare?

The most effective approach is to start with a packaging review. This helps identify areas where packaging can be optimised without compromising product protection, transit performance or customer experience.
